Ukraine explained to the OSCE the essence of Zelenskyy's Victory Plan.

Acting Permanent Representative of Ukraine to international organizations in Vienna Victoria Kuvshynnykova stated that the main idea of the Victory Plan, presented by President Zelenskyy, is to compel Russia to peace. This will allow the implementation of the Peace Formula as the only realistic path to restoring comprehensive and lasting peace for Ukraine. According to the presentation, Ukraine should receive powerful military support and the lifting of restrictions on attacks on military targets in Russia. To achieve these goals, it is also planned to increase diplomatic pressure and impose sanctions against Russia, as well as to hold the Russian leadership accountable. The plan also envisages the full integration of Ukraine into the Euro-Atlantic security architecture.
Victoria Kuvshynnykova emphasized that the implementation of the Plan will also contribute to the fulfillment of the Ukrainian President's Peace Formula, which is based on respect for the UN Charter and the restoration of Ukraine's territorial integrity within internationally recognized borders.
Kuvshynnykova also reported on Russia's war crimes, the killing of Ukrainian prisoners of war, and destruction. She noted that in addition to Ukrainian defenders killed by Russian military, there is currently information about prisoners of war executed by Russians. The diplomat also mentioned the death of Ukrainian journalist Viktoria Roshchyna, who was held in Russian captivity.
Kuvshynnykova pointed to the illegal use of chemical substances by Russia on the battlefield, which is a violation of the Chemical Weapons Convention. According to her, from February 17, 2023, to September 16, 2024, there were 4,228 documented instances of Russia using chemical substances. Additionally, she noted that Russia intensified attacks on port infrastructure and civilian vessels in Ukraine.
Kuvshynnykova urged the leaders of Russia to be held accountable, including through the creation of a special tribunal, for their crimes of aggression, violations of international law, and war crimes.
