In Ukraine, from October, the excise tax on cigarettes will start to be recalculated: what will happen to prices.


According to the draft state budget for 2025, prices for cigarettes for Ukrainians will significantly increase. The innovation in the excise policy provides for an increase in excise rates on tobacco products. Instead of hryvnias, excise rates will be calculated in euros from October 1, 2024. This may cause additional price increases due to currency fluctuations. In 2025, the excise rate on cigarettes will increase by 23.4%, which will lead to a rise in their cost for consumers. The price increase will also affect electronic smoking devices.
Experts predict that cigarette prices may rise by 20-25%, depending on the brand and class of products. This will be a significant blow to the smokers' budget. Mandatory changes in excise taxes are related to Ukraine's desire to harmonize tax policy with the European Union. The government hopes that these changes will lead to additional budget revenues amounting to 27.1 billion hryvnias.
It is worth noting that prices for alcoholic beverages will remain unchanged despite the increase in excise taxes on cigarettes. This creates a contrast in the market situation. Currently, prices for vodka have decreased, while prices for table wines have increased, and beer has become cheaper.
