Compensation for housing for IDPs: who will get their money back and under what conditions.

As of July 1, 2025, a new regulation regarding compensation for utility expenses for businesses providing housing for internally displaced persons (IDPs) came into effect. The Pension Fund of Ukraine clarified the conditions for state support for landlords.

The Cabinet of Ministers' resolution of May 27 of this year under number 616 introduced a mechanism for compensating utility expenses for economic entities. The new measure applies to enterprises that rent residential premises and host displaced individuals free of charge.

Conditions for receiving state support

State support is provided under compliance with key requirements. IDPs must live in the provided housing on a permanent basis without any payment for accommodation. At the same Time, compensation does not cover the rent that the enterprise pays to the property owner.

Compensation is solely for actual utility resources consumed by the displaced persons. The list includes expenses for water supply, heating, electricity, and other utility services. The calculation of compensation is carried out within the established social norms and consumption standards.

The explanation of the new regulation on compensation for utility expenses for businesses providing housing for displaced persons was aimed at supporting enterprises in ensuring living conditions for IDPs who find themselves in difficult life circumstances. The new norm anticipates situations where enterprises themselves cannot cover the costs of maintaining individuals who have been provided shelter.
